We do not issue police clearance certificates, and we do not apply for them. You get the PCC yourself from Passport Seva (PSK, POPSK or Regional Passport Office) or from the police. We start once the certificate is with you.
When a PCC needs attestation instead of an apostille
An apostille only works between countries that have joined the Hague Apostille Convention. The UAE, Kuwait and Qatar have not joined, so their offices look for their own embassy's stamp on an Indian document. China did join, but India objected to its accession, so an Indian apostille carries no weight in China and the older legalisation chain still applies. For Oman and Thailand, our processing experience is that the embassy route is what offices there accept.
The table shows who usually asks for an attested PCC in each country and the one point worth knowing before you start.

The attestation chain in India
The chain has one fixed middle (MEA attestation) and one fixed end (the embassy). What comes first depends on who issued your PCC.
Passport-office PCC
MEA attestation → embassy
A PCC signed by a Passport Officer usually goes to the MEA without a state step, because Regional Passport Offices are MEA offices.
Police-issued PCC
State step → MEA → embassy
A police station, SP or Commissioner's certificate is first authenticated by the state's authentication department (usually the Home Department), or by Notary + SDM where the destination accepts that.
Same state, always. The Indian Embassy in Kuwait states that a PCC attested by a different state is not treated as genuine. If your PCC came from Bihar police and you now live in Delhi, the Bihar authentication office handles it. We apply this to every embassy country on this route.
The last stamp is added abroad
Our work ends with the embassy stamp in India. For the UAE, Qatar and Kuwait, that country's Ministry of Foreign Affairs then adds its own attestation inside the country. You or your employer arrange this there, usually while the visa or residence file is being processed. Nobody can complete that step from India.
So carry the attested original with you, keep clear scans of every page, and ask your employer or sponsor where the MOFA counter is and whether they submit it for you. For China and Thailand, ask your employer what, if anything, happens to the document after you arrive.

Questions about PCC attestation
Can I send an apostilled PCC to Dubai?
No. The UAE is outside the Hague Convention, so an MEA apostille does not replace UAE embassy attestation. The PCC needs MEA attestation and the UAE embassy stamp.
Do you handle the MOFA attestation in the UAE, Qatar or Kuwait?
No. That stamp is added inside the destination country, by you or your employer. We complete every step up to and including the embassy in India.
Why is the embassy route priced on quote?
The first step depends on who issued your PCC, and each embassy has its own charges and process. We quote one price for the whole chain once we have seen your certificate.
I moved states after getting my police PCC. Which state authenticates it?
The state whose police issued it. Your current address does not change this. For Kuwait it is written in the Indian Embassy's own guidance.
Will my employer need an Arabic or Chinese translation?
Some do, many do not. Ask your employer first. If a translation is needed, we translate into any language, and we tell you whether it should be done before or after the attestation.
My PCC already has an MEA apostille. Is it wasted?
Not always. Send photos of both sides and the country name. We will tell you whether the certificate can still go through the embassy chain or whether a fresh PCC is the safer choice.
