Is a PCC on your Qatar list?
A PCC is not a universal requirement for Qatar, but it is asked for more and more often. It tends to appear on the list for roles where the employer must vouch for a person's record, such as security work. Some sponsors ask for it as routine for every new hire. Others never mention it.
The simplest test is your offer pack. If the employer's document list says "police clearance" or "good conduct", you need one. If it is silent, ask the recruiter directly before you spend time on it. An attested PCC that nobody asked for is wasted effort, and a missing one can hold up your work residence permit.
Route for each kind of PCC
The issuing office printed on the certificate tells you which route applies.
From Passport Seva
Passport office PCC
Issued by the Regional Passport Office after you visit a PSK or POPSK. It usually goes to the MEA without a state step.
From the police
Police PCC
A certificate from a police station or district police office needs state authentication first, by the state that issued it.
The final attestation by Qatar's foreign ministry happens in Qatar. We cover everything up to the Qatar Embassy stamp in New Delhi.
Fitting the PCC around your other Qatar papers
Most people going to Qatar attest more than a PCC. A degree goes through State HRD first, and family certificates have their own first step. These routes can take longer than a passport office PCC, which is why the order matters.
- Start the degree and family certificates as soon as you accept the offer
- Apply for the PCC once your employer confirms the type they want
- Send the PCC to us when it arrives, so it joins the batch while it is still recent
- Receive everything back together, ready for the Qatar side
Qatar employers do not all state how recent the PCC must be. Check your checklist. Many offices want a recently issued PCC, and an attestation stamp does not make an older certificate newer. For the degree and family routes, see our Qatar embassy attestation page.
PCC attestation is not your emigration clearance
Qatar is on India's list of ECR (Emigration Check Required) countries. If your passport needs emigration clearance, your employment contract or recruiter's papers may need attestation by the Indian Mission in Qatar, depending on your category. That is a separate process from your PCC.
We do not handle emigration clearance or the Indian Mission's contract attestation. Your recruiting agent or employer will guide you on those. Our part is limited to the PCC and any other Indian certificates on your list.
Sending your PCC and how it runs

- Original to usHand it in at New Ashok Nagar if you are in Delhi, or courier it from your city.
- Indian stampsState step if needed, MEA attestation, then the Qatar Embassy.
- Back to youCollect at the office, or receive it by Blue Dart or another secure courier.
Along with the original PCC, send a passport copy (front and back pages). If your employer wants an Arabic translation, we prepare it.
Questions about PCC attestation for Qatar
My offer letter does not mention a PCC. Should I attest one anyway?
No. Ask your recruiter or HR first. If they confirm they need it, they can also tell you whether the passport office or police version is wanted.
I am in Qatar on a visit visa. Can the Indian Embassy in Doha give me a PCC there?
The Indian Embassy in Doha says it cannot issue a PCC to someone going abroad on a tourist visa. Its PCCs are for residence, employment or long-term visa purposes. Either way, we do not apply for PCCs.
Is the Qatar Embassy step needed if I already have an MEA apostille on my PCC?
Qatar works on embassy attestation, not apostille. Show us the PCC and we will tell you what can be done with it. In some cases a fresh attestation from the start is the cleaner option.
Can my PCC and my wife's marriage certificate go in one courier?
Yes. Each document follows its own route and is priced separately, but you can send them together and we return them together.
Does the PCC have to name Qatar?
Not always. If your PCC names another country, check with your Qatar employer before attestation, as some offices refuse a certificate issued for a different destination.
