The chain the Indian Embassy in Kuwait describes
The Embassy of India in Kuwait publishes a short FAQ on police clearance. For a certificate issued by a police station in India, it sets out four stages in a fixed order.
The first three stamps are added in India, and the Kuwait Embassy stamp is the last one we arrange. The foreign ministry attestation happens in Kuwait after you arrive, usually through your employer or sponsor. If any stage is skipped or done out of order, the next office can refuse the paper.
The same FAQ is clear on one point: if a PCC from one state is attested by the Home Department of another state, it is not treated as genuine attestation.
Why "same state" matters if you have moved
Many people heading to Kuwait no longer live where their PCC came from. Take a nurse whose PCC was issued by the police in her home district in Kerala, who now works in Bengaluru. Her Home Department attestation has to come from Kerala, not Karnataka. A driver whose police certificate came from a station in Uttar Pradesh, now living in Delhi, needs the Uttar Pradesh Home Department.
You do not have to travel back to your home state for this. Send the original to our Delhi office and we arrange the attestation with the correct state. What we cannot do is send a PCC to a different state's department to save time. That is exactly the shortcut the embassy warns against.
Before you courier: read the issuing office printed on your PCC and tell us the district and state. That single line fixes the whole route.

The passport office issues it after police verification, so it does not normally go through the Home Department first.
Which type should you get? That is your employer's or recruiter's call. Ask them before you apply, because changing type later means a fresh certificate.

Questions about PCC attestation for Kuwait
My PCC was attested by the Home Department of the state where I live now, not where it was issued. Is that a problem?
For Kuwait, yes. The Indian Embassy in Kuwait says attestation by a different state is not considered genuine. You will likely need a PCC attested by the issuing state, and possibly a new certificate. Send us photos and we will look at what you have.
A friend said Kuwait work visas need two PCCs. Is that true?
A 2019 news report said some work visa applicants were being asked for two. Requirements vary by category and change over time, so go by your employer's current list. If two are needed, each is attested and charged separately.
Can the MEA stamp come before the Home Department stamp?
No. The order is Home Department, then MEA, then the Kuwait Embassy. The MEA checks the state signature, so the state stamp has to be there first.
Will you take my PCC to MOFA in Kuwait?
No. Our work ends once the Kuwait Embassy in India has attested the PCC and we have returned it. The foreign ministry step is done in Kuwait.
I am already in Kuwait. Can my brother in India send you my PCC?
Yes, if the original PCC is in India. He can courier it to us with your passport copy and we return it to the address you choose. If you still need a PCC, ask the Indian Embassy in Kuwait how to apply from there. We do not apply for PCCs.
