West Bengal documents that go through HRD
The West Bengal HRD step covers education documents issued by recognised universities and boards in the state. In our Kolkata files they usually come from:

Other state universities and colleges in West Bengal follow the same route. A degree from a central institution or from a university in another state is checked differently, so send us a photo first.
Check these details before you courier
The HRD stamp confirms the document as it stands. It does not fix errors, and a foreign office will compare the attested paper against your passport. Look at each certificate with your passport open beside it.
- Your name is spelled the same way, in the same order, on the passport and on every certificate
- Your father's name, if printed, matches other records
- The date of birth on the Madhyamik certificate matches the passport
- The degree shows the right course name and year
- No pages are torn, taped, laminated or written on
- You hold the final degree, not only the provisional, if your checklist asks for the degree
If something does not match, get a correction or an affidavit sorted out before attestation. A name such as "Debasish" on one paper and "Debashis" on another can cause trouble later, even after every stamp is in place.
Bengali text: some West Bengal certificates are partly in Bengali. Attestation does not need a translation, but the foreign office might. We translate into any language once the stamps are done.
What happens after the West Bengal stamp
HRD is only the first step. What comes next depends on the country.
Gulf jobs
HRD → MEA → embassy
For the UAE, Qatar, Kuwait, Oman and other embassy countries. Kolkata nurses and engineers heading to the Gulf follow this chain.
Southern Europe
HRD → MEA apostille
The only accepted route for degrees going to Italy, Spain and Portugal. Also used when a German checklist names state verification.
For most other apostille countries, a West Bengal degree can take the Notary + SDM route instead, at ₹1,500 per document. Germany accepts either, and your checklist decides. Personal documents for Italy, Spain or Portugal, such as a Kolkata Municipal Corporation birth certificate, go through the West Bengal Home Department, not HRD.
Sending West Bengal papers to Delhi
We have no Kolkata office, and nobody from our side visits homes or hostels for papers. Send photos of each certificate on WhatsApp with the country name. We check them for the points above and reply with the route, the price and a time estimate. After that, send the originals by a tracked service to C-5, A/2, New Ashok Nagar, New Delhi 110096. Questions about West Bengal HRD
My Madhyamik certificate shows a different date of birth from my passport. Can it still be attested?
It may be stamped, but the foreign office is likely to question it. Sort out the difference first, then send the certificate.
I studied at a college affiliated to Calcutta University. Who issues the degree for HRD?
The University of Calcutta issues the degree, and that is the document that goes to HRD. College certificates are not a substitute.
Does a WBCHSE certificate need HRD if I am going to Qatar?
If your Qatar employer asks for school certificates, yes. They follow the same embassy chain as the degree.
I have a Jadavpur grade card but not the final degree yet. What should I do?
Check whether your checklist accepts the provisional certificate or grade card. If it needs the final degree, wait for it, because the stamp goes on the exact document you submit.
