What State HRD attestation means
HRD stands for Human Resource Development, the old name for the education ministry. In attestation work, "State HRD" means the higher or school education department of the state where your certificate was issued. For a degree from a Rajasthan university, that is the Rajasthan education department.
The department confirms that the certificate came from a recognised university or board in the state and places its own stamp and signature on it. The MEA then relies on that stamp when it adds an apostille or its attestation. Without a pre-verification of some kind, the MEA will not touch an education document.
There is another way to reach the MEA, through a Notary and the SDM. It suits many apostille countries. HRD is the stricter, state-level check, and some countries insist on it.

Gulf jobs are a frequent reason for Rajasthan HRD work. Nurses, teachers, engineers and technicians from Jaipur, Jodhpur, Sikar and Jhunjhunu take up posts in the UAE, Kuwait and Qatar, and their degrees need the full embassy chain. See UAE and embassy attestation.
Italy, Spain and Portugal: the Notary + SDM route is not accepted for these three countries. Education documents must carry the state HRD stamp before the MEA apostille. Personal documents such as birth and marriage certificates go through the Rajasthan Home Department instead.

Degrees from private and deemed universities located in Rajasthan are handled too. Send a photo and we confirm the route for that institution. A degree from a university outside Rajasthan goes to the education department of that other state, even if you live in Jaipur.
Preparing a Rajasthan HRD file
- The original degree, or the RBSE certificate if that is what you need attested
- Marksheets for the same course, in case the department asks to see them
- A copy of your passport, front and back
- The destination country and the checklist from the employer or university
- An authority letter, if we ask for one after seeing your documents
We have no office in Rajasthan. Courier the originals to C-5, A/2, New Ashok Nagar, New Delhi 110096 by a tracked service. We return them by Blue Dart or another secure courier. Nobody from our side collects documents from homes or colleges.

Questions about Rajasthan HRD
Is HRD attestation the same as a university verification letter?
No. A verification letter comes from the university itself. HRD attestation is a stamp from the state education department, and it is what the MEA looks for on this route.
My Kuwait employer wants my B.Sc. from the University of Rajasthan attested. Where does it start?
With Rajasthan HRD. After that the MEA attests it, and then the Kuwait Embassy. We quote the whole chain in one message.
Do I need HRD for an RBSE Class 12 certificate?
Only if the destination or the checklist requires it. Embassy countries often want school certificates too. Tell us the country and we confirm.
I live in Delhi but studied in Udaipur. Which state does the HRD step?
Rajasthan, because the university is there. Where you live now does not change it.
My German checklist asks for "state verification". Is that HRD?
Yes. Germany uses both HRD and Notary + SDM before the apostille, and that wording points to HRD. If the list says only "apostille", Notary + SDM is usually used. Send us the list to confirm.
