What the Croatia work checklist says
The VFS Global work visa checklist for Croatia lists a copy of the police clearance certificate with an apostille stamp for Indian nationals. Applicants of other nationalities are told to have their PCC legalised at the Embassy of Croatia in New Delhi instead.
For you as an Indian citizen, that means one thing. You do not need the Croatian embassy to legalise your PCC. The MEA apostille is what the checklist asks for.
Croatia hires large numbers of foreign workers, and India is one of the main sources. Many go for jobs in construction, transport, hotels and factories. Most of them reach the VFS stage with a work permit already issued by the Croatian side. The PCC is one of the few documents on that checklist that has to be prepared in India.
The checklist says copy. Why apostille the original?
VFS asks you to submit a copy, but the copy must show the apostille stamp. An apostille can only be fixed to the original PCC. So we apostille your original, return it to you, and you make the copy for VFS from the apostilled original. Keep the original safe. Croatian authorities may ask to see it later, when you apply for residence after arrival.
Your PCC type and the route
Most common for Croatia
Passport office PCC
Issued through Passport Seva at a PSK or POPSK. Goes directly to the MEA. ₹1,000.
If your agent asked for this
Police-issued PCC
From a police station, SP or Commissioner. Verified by the Home Department of the state that issued it. On quote.
If you are not sure which one you have, send a photo. The letterhead and the signature usually tell us straight away.
Do you need a Croatian translation?
The VFS work checklist does not mention a translation of the PCC. Your PCC is in English, and in most work visa files that is what is submitted. Some employers or offices in Croatia still ask for a Croatian translation, for example at the residence stage. If yours does, we can translate the PCC into Croatian. Ask your employer first, and only pay for a translation if someone has asked for it.

Your work permit letter has a date on it. The checklist says it should not be older than 60 days when you submit at VFS. The checklist sets no age limit for the PCC, but many offices want a recent one, so get the PCC and the apostille done in good time for that appointment.
Questions about PCC apostille for Croatia
My agent says I need Croatian embassy attestation on the PCC. Is that right?
The VFS checklist gives embassy legalisation as the route for other nationalities. For Indian nationals it asks for an apostille stamp. Show your agent the checklist, or send it to us and we will read it with you.
I am working in the Gulf and going to Croatia from there. Can I still get an Indian PCC apostilled?
An Indian PCC issued by an Indian mission abroad is a different case. Send us a photo first. If it is an Indian PCC issued in India, family here can courier it to us.
Do my friends and I have to send our PCCs separately?
No. A group can send several PCCs in one courier. Each PCC is charged separately, and each comes back with its own apostille.
Will the apostille show on a photocopy?
Yes. The apostille is attached to the original, and a clear copy shows it in full. That copy is what VFS asks for.
Can you also apostille my experience letter or trade certificate?
Yes, if your Croatian employer needs them. See experience certificate attestation and educational certificate attestation.
