PCC for Russia

PCC Apostille for Russia

For a residence application in Russia, an Indian police clearance certificate is commonly asked for with an MEA apostille and a Russian translation. We do not issue PCCs and we do not apply for them. Get the PCC from Passport Seva or the police, and we handle the apostille and the Russian text.

We do not issue police clearance certificates. You apply for your PCC at a Passport Seva Kendra, POPSK or Regional Passport Office, or with the police. When you have it, send it to us for the apostille.

Who is asked for a PCC in Russia

Many Indians go to Russia to study. Whether a student file needs a PCC depends on the university and the stage of the visa, so ask your university first. The certificate is asked for more often when someone plans a longer stay:

  • Students who finish their course and apply for a temporary residence permit (RVP) or a longer stay
  • Applicants on the newer residence route for people who share "traditional values", where guides list a PCC by name
  • Some work cases, when the employer or migration office asks

Russia is a Hague Convention member, so the Indian PCC needs only the MEA apostille. No Russian Embassy stamp is involved.

Russian translation and notarisation

Russian offices work in Russian. Guides for the residence permit say personal documents should be translated into Russian, with the translation notarised, and the PCC is commonly handled the same way. Ask whether the notarisation has to be done by a Russian notary. If it does, the final notarised translation is completed in Russia.

That leaves you two choices:

  1. Translate in IndiaWe prepare the Russian translation after the apostille, so the apostille text is translated too. Useful when your university, employer or lawyer in Russia accepts it, or as a draft for the notary there.
  2. Translate in RussiaYou carry the apostilled PCC and get it translated and notarised after you arrive. We only do the apostille.

Ask your migration lawyer, university international office or employer which one they want before you pay for a translation.

The three-month point

Guides for the Russian residence route commonly state that the PCC should be no more than three months old. That window covers getting the PCC, the apostille, the translation and the submission in Russia. Plan the order: apply for the PCC only when your other papers are nearly ready, then send it to us straight away. We give you a time estimate with the price, before you send anything.

What to send us

  • The original PCC
  • A copy of your passport, front and back pages
  • Your name exactly as it appears in your Russian visa or university papers, for the translation
  • Any instructions from your lawyer, university or employer in Russia

Delhi clients can drop off and collect at our New Ashok Nagar office. Others courier the original to us, and we return it by Blue Dart or another secure courier.

Questions about PCC apostille for Russia

My name is spelled one way in my passport and another way in my Russian documents. What happens in the translation?

Tell us the spelling used in your Russian visa or migration card. We follow it in the Russian text so your papers match each other.

I studied in Russia and came back to India. Do I need an Indian PCC to go back?

If you lived in India after your studies, a Russian office may ask for an Indian PCC for the new application. Check the list for the permit you are applying for.

Is a passport office PCC better than a police PCC for Russia?

It is simpler for us, because it goes straight to the MEA. Unless your Russian list names a police certificate, the passport office one is the easier choice.

Can you apostille my degree for the Russian university at the same time?

Yes. Degrees follow an education route before the MEA. See degree certificate apostille, and we can quote the PCC and degree together.

My PCC will be older than three months by the time I submit it. Will the apostille help?

No. The apostille confirms the signature on the PCC. It does not change its issue date. You may need a fresh PCC.
