Two PCCs a Mumbai applicant can hold
Maharashtra residents can end up with either of two quite different certificates. Before you courier anything, check which one you have, because the route and the price follow from it.

Maharashtra has three Regional Passport Offices: Mumbai, Pune and Nagpur. A PCC from any of them, or from a PSK or POPSK under them, is signed by a passport officer of the MEA. It normally goes straight to the MEA. ₹1,000.
Maharashtra Police, via Aaple Sarkar
Abroad PCC
Applied for on the Aaple Sarkar portal. Your local police station verifies, the Special Branch approves, and you receive a digitally signed PDF. It is a state document, so it needs state authentication before the MEA.
The digitally signed Abroad PCC
The Maharashtra Police Abroad PCC has no ink signature and no rubber stamp. The signature sits inside the PDF file. That suits online checks, but legalisation still runs on paper, and the MEA only stamps a state document once a state authority has confirmed it.
For a police-issued PCC, that confirmation has to come from the same state that issued it. The Indian Embassy in Kuwait says so in plain terms: a PCC attested by the Home Department of a different state is not treated as genuine. So a Maharashtra Abroad PCC goes to the Maharashtra Home Department, never to Delhi's or Gujarat's.
Because the certificate exists first as a file, send us the PDF itself on WhatsApp, not a screenshot or a phone photo of a printout. We look at it, check your destination's checklist, and tell you whether the printout can go through the state step for that country. If your destination prefers a passport office PCC, it is better to learn that now than after the parcel has travelled.
Italy, Spain and Portugal: a police-issued PCC for these countries goes through the Home Department only. Notary + SDM is not used for them. For destinations that accept it, Notary + SDM + MEA apostille costs ₹1,500 in total.

Where Mumbai PCCs are usually headed
PCC requests from Mumbai tend to fall into a few groups. Each needs something different, and one group needs nothing from us at all.

Questions from Mumbai and Maharashtra
My PCC came from the Pune passport office, not Mumbai. Does that change anything?
No. Mumbai, Pune and Nagpur are all Regional Passport Offices of the MEA, so a PCC from any of them follows the same route and costs the same: ₹1,000 for the MEA apostille.
Can the Home Department step for my Abroad PCC be done in Delhi to save time?
No. A police PCC issued in Maharashtra has to be authenticated by Maharashtra. An attestation from another state's Home Department would not be accepted, and the Gulf embassies in particular check this.
Should I apply for a passport office PCC instead of the Abroad PCC?
That depends on what your employer or visa office asks for, so read their checklist first. Some accept either. Some name the passport office PCC. If you already hold one type, send us a photo and we tell you whether it fits your destination.
I am moving to Toronto. Do I need my PCC apostilled?
No. Canada takes the Indian PCC as issued, and so do the UK, the USA and Australia. Do not pay anyone for an apostille on a PCC for these countries.
