We do not make or apply for police clearance certificates. The Regional Passport Office issues the PCC to you after your visit to a PSK or POPSK. We apostille the certificate once you have it.
Which Philippine visas ask for a PCC
The embassy's visa list names a police clearance for three categories only:
- 9F student visa: for Indians joining a course at a Philippine college or university, including the many students who go for medicine
- 9G pre-arranged employment visa: for a job already offered by a Philippine employer
- 47(a)(2) special non-immigrant visa: a category used for certain approved projects and employers
The tourist and business (9A), transit (9B) and seafarer (9C) lists do not ask for one. If you are applying in one of those categories and someone tells you to bring a PCC, ask them where the requirement comes from.
It has to be the passport office PCC
The embassy's wording is precise: a Regional Passport police clearance. That points to the PCC printed by the Regional Passport Office through Passport Seva. A certificate from your local police station, the SP's office or a police verification letter does not match that wording, even with an apostille on it.
Matches the embassy list
RPO PCC with apostille
One stamp from the MEA on the original. ₹1,000 per certificate.
Does not match
Police-station certificate
We can apostille it (₹1,500 via Notary + SDM, or on quote via the Home Department), but for these three visas you should get a passport office PCC instead.
If you only hold a police certificate, apply for a passport office PCC yourself through Passport Seva before you send us anything. It saves you paying for an apostille the embassy may not accept.
What "authenticated" means today
The embassy list still uses the older word "authenticated". Before the apostille system, authentication meant MEA attestation followed by a stamp at the Philippine Embassy. Now that both countries are Apostille Convention members, the MEA apostille is the authentication, and there is no embassy stamp to add.
The list also still mentions a payment item for the authentication of the police clearance. If you are unsure whether anything on that list still applies to your file, ask the embassy before your visa appointment. We can only tell you what happens on the Indian side.

Questions about PCC apostille for the Philippines
After the apostille, does the Philippine Embassy need to stamp my PCC?
No. The apostille replaces the old embassy authentication. You submit the apostilled PCC with your visa application.
My PCC was issued by the police in my district. Can I use it for a 9G visa?
The embassy asks for the Regional Passport Office clearance. A district police certificate is a different document, so get a passport office PCC through Passport Seva and send us that one.
Does my PCC need a translation for the Philippines?
Usually not. The PCC is in English, which Philippine authorities work in. Check your university's or employer's list in case they ask for anything extra.
I am going for MBBS. Which other papers need the apostille?
Universities often ask for apostilled school and education documents as well. These go through their own pre-verification, which we explain on our education documents page.
How old can the PCC be?
The embassy list we have seen does not state a limit. Many offices want a recent PCC, so check with the embassy or your university if yours is several months old.
Will the embassy accept a scan?
Keep a scan for your records, but plan to submit the original apostilled PCC. The apostille is fixed to the original, which is why we return it to you.
